Momentum Kebangkitan Ekonomi Umat

Kesejahteraan umat Islam di Indonesia masih tertinggal. Banyak gagasan yang dikemukakan untuk meningkatkan ekonomi umat. Diantaranya adalah dengan meningkatkan perputaran roda ekonomi di kalangan umat Islam. Produk halal yang diproduksi oleh produsen muslim harus semakin banyak. Masyarakat percaya pada mutu dan kehalalan produk tersebut. Tersedia pengecer yang menyediakan produk tersebut. Dengan adanya kegiatan bisnis online maka penyediaan dan distribusi produk halal menjadi lebih mudah.

Apakah mungkin Undang undang Jaminan Produk Halal (JPH) yng telah dimulai 17 Oktober 2019 yang lalu dijadikan momentum untuk kebangkitan ekonomi umat? Tujuan UU JPH adalah untuk menyediakan produk halal (dan baik) bagi masyarakat muslim yang merupakan 80 persen populasi penduduk Indonesia. Sudah tentu UU ini dapat dijadikan pemicu untuk meningkatkan jumlah produsen muslim yng memproduksi produk halal. Juga konsumen muslim menjadi lebih mudah dan lebih yakin menggunakan produk yang akan dikonsumsinya karena sudah tersetifikasi halal.

Dampak Positif

UU JPH dapat menimbulkan dampak positif pada ekonomi umat jika pemerintah dan masyarakat menyiapkan ekosisitem yang akan mendukung perekonomian umat. Masyarakat perlu membentuk Komunitas Konsumen Produk Halal. Sertifikasi produk halal dilakukan dengan cara-cara yang telah ditetapkan namun dalam penyebaran sertifikasi kita perlu belajar pada OVO dan Gopay. Jika kita berbelanja di kedai dan warung maka sudah sebagian besar sudah ada label OVO dan Gopay. Mungkinkah dalam waktu yang tak terlalu lama label halal akan menyaingi label OVO dan Gopay?

Untuk itu diperlukan petugas remaja muslim yang terlatih membimbing UMKM menyediakan produk halal agar memenuhi syarat untuk memperoleh label halal. Jumlah UMKM jutaan karena itu perlulah dipakai pendekatan OVO dan Gopay, tak mungkin kita hanya menunggu pedagang UMKM tersebut utk datang ke lembaga yang melakukan sertifikasi. Satu hari tak berdagang merupakan kerugian bagi UMKM karena mereka berdagang setiap hari bahkan banyak yang 24 jam sehari (seperti warung tegal). Kita membutuhkan petugas yang terdiri atas remaja muslim yang terlatih yang akan membimbing produsen dan warung UMKM untuk menyediakan produk yang sesuai dengan ketentuan halal. Pada

umumnya hampir semua UMKM tersebut telah berusaha tinggal memperbaiki prosedur menyembelih, pengolahan bahan makanan dsb. Jika sudah terpenuhi maka remaja muslim tersebut membantu mendaftarkan sehingga yang punya usaha tak kehilangan waktu. Kita memerlukan sekitar 50 orang remaja muslim untuk tugas ini berarti diperlukan 25 ribu prang untuk sekitar 500 kabupaten.

Untuk produk yang olahannya rumit yang memerlukan pemeriksaan laboratorium maka perguruan tinggi Islam dan lemabga serupa harus menyiapkan diri untuk membantu Laboratorium POM Halal agar pemeriksaan lab tak menumpuk dan mengantri. Pemeriksaan dapat dilakukan secara objektif dan dalam waktu singkat dengan biaya yang terjangkau. Beberapa metoda pemeriksaan tes cepat (rapid) tes dapat diterapkan untuk produk makanan sederhana yang dicurigai mengandung unsur non halal.

Untuk meningkatkan jumlah produsen muslim perlu dilakukan berbagai pelatihan. Kalau kita ambil angka 5% pengusaha dari jumlah populasi muslim (200 juta) maka kita memerlukan 10 juta pengusaha muslim baik produsen maupun pedagang. Kalau mereka berhasil maka kita akan meningkatkan pendapatan keluarga sekitar 10 juta keluarga muslim.

Dukungan dan Kesiapan

Untuk itu diperlukan berbagai dukungan baik oleh pemerintah atau lembaga masyarakat. Umat islam sendiri harus mulai mempunyai sikap positif lebih melihat peluang yang ada dibandingkan dengan menghitung risiko beban dan harus berani keluar dari rasa putus asa. Mari kita jadikan berlakukanya UU JPH sebagai momentum kebangkitan ekonomi umat.
